The subjects of the Russian Federation adopted laws establishing measures to prevent a finding of children (persons under the age of 18 years) on objects (in territories, in premises) legal entities or citizens engaged in entrepreneurial activities without forming a legal entity, which are intended for the sale of goods only sexual character, at beer restaurants, wine bars, pubs, rumochnaia, in other places, which are intended to implement only alcoholic beverages, beer and beverages, manufactured on its basis, and in other places, the finding in which can harm health of children, their physical, intellectual, mental, spiritual and moral development.
The presence of children in these institutions is prohibited, regardless of the time of day. In such places children should not be allowed even if accompanied by adults. These measures are intended to protect the child from inflicting injury, physical, intellectual, mental, spiritual and moral development of the child. In particular, in the case of the presence of the child in the Brasserie, it may give the impression that drinking beer is fun and rewarding, and you will be tempted to try beer and spirits.
Laws of subjects of the Russian Federation may establish measures to prevent a finding of children (persons under 18 years of age) at night in public places, including streets, stadiums, in parks, squares, vehicles of the General using, on objects (in territories, in premises) legal entities or citizens engaged in entrepreneurial activities without forming a legal entity, which is designed to provide access to the Internet and for sales of services in the sphere of trade and catering (organizations or points) for entertainment, leisure, where a statutory order provided retail sale of alcoholic products, beer and beverages, manufactured on its basis, and in other public places without parents (persons in Loco parentis), or persons performing activities involving children.
In the Astrakhan region, the Law of the Astrakhan region dated 04.09.2007 No 49/2007-OZ "About administrative offences".
By virtue of article. 8.1 of the Act, an assumption of finding of minors on objects (in territories, in premises) legal entities or citizens engaged in entrepreneurial activities without forming a legal entity, which are intended for the sale of goods only sexual character, at beer restaurants, wine bars, pubs, rumochnaia, in other places, which are designed to realizalion of alcoholic beverages, in the other defined in the manner established by the legislation of the Astrakhan region, places the finding in which can harm health of children, their physical, intellectual, mental, spiritual and moral development, - shall entail the imposition of an administrative fine on parents (persons in Loco parentis) from one thousand to one thousand five hundred roubles; on officials - from two thousand to three thousand roubles; on juridical persons - from seven thousand to ten thousand roubles.
The above Law is an administrative responsibility and approval for children under the age of 16 years at night in public places, including streets, squares, embankments, stadiums, dance halls, discos, beaches, parks, squares, common areas of apartment houses (with the exception of children living in these homes), in vehicles of General use, the routes of which are located within the Astrakhan region, in the territories and in the premises of the public areas of stations, railway stations, bus stations, river ports, airports, on objects (in territories, in premises) legal entities or citizens engaged in entrepreneurial activities without forming a legal entity, which is designed to provide access to information and telecommunication network "Internet", and in other public places without parents (persons in Loco parentis), or persons performing activities involving children, and for an assumption of finding of minors at night on objects (in territories, in premises) legal entities or citizens engaged in entrepreneurial activities without forming a legal entity, which is designed to implement services in the sphere of trade and catering (organizations or points) for entertainment, leisure, where in accordance with the law provided for the retail sale of alcoholic beverages without parents (persons in Loco parentis), or persons performing activities involving children (part 2, part 3, article 8.1 of the Law).
